Heather A. Salko is a Senior Risk Management Counsel for the Risk Management department of United Educators Insurance, a member-owned reciprocal retention group based in Bethesda, MD that provides insurance and risk management services to educational institutions around the country.  Heather concentrates her research, writing, and presentations on employment issues, student affairs and mental health, and Title IX. Heather joined United Educators in 2002, serving for 13 years as a Claims Counsel during which she managed litigation for member institutions in New England.

Before joining United Educators, she was a litigation associate an insurance coverage and insurance defense firm in Philadelphia, PA, where she counseled clients on and defended insurance coverage litigation. Heather received her Bachelor’s degree from The Pennsylvania State University in 1993 and her Juris Doctor from Villanova University in 1997.  She is licensed to practice law in Pennsylvania and New Jersey, and is a member of the National Associate of College and University Attorneys.
